full stadium capacity is 65k But its limited to 62k in order to create some space for security reasons . the Stadium was designed with plans for the possible expansion of the stadium for another 12k (no timings for it. just pre-plans)
When they win the title, they do shutdown a small part of the city for the celebrations. It's not the only club however, as any winner pretty much gets the right to a huge celebration. There's always thousands of people who weren't able to get a ticket but spend the day nearby just in anticipation for the win. It's also the second club with most paid-up members in the entire world.
