If they don't identify themselves with their name and their position full name that is then they have no authority as a public servant because they have no legal standing
The older guy started really well to be honest and I do believe that he is a nice guy and I respect Torb for telling him that throughout the video because Torb always displays that he is a genuine mediator between the presumed authority and the people and is genuinely trying to mend the bridge and turn the policy officers back into constitutional constables and the people would respect them for being in such an honourable position as to wish to protect the people and their god given rights.
