Yep, that's how it is designed. Earlier models had both a "drain" and a "fill" plug. '05 and later strictly has a "fill" plug so nothing leaks out when you open it. You have to remove the differential bolts to drain or a suction tube to remove the fluid.
Absolutely. Rear diff feels smoother and doesn't have the "slippage" feeling some experience with differentials that haven't had the fluid changed in awhile due to metal shavings building up over time in the differential.
