How long has the house been vacant? The water doesn't see to have been run for some time hence the brown water. Also, what condition is the roof in? Are there any flooding issues in the area? And lastly, can one install solar power?

The house doesn't flood its a community of 10 units and its only 1 unit left and if they had a problem, i could have known , the brown water is the dust is the pipes its normal for any house which is never used to see this things
