In departmental proceedings the charges are to be sustained by way of say three documents which were authored or created by three separate officers Mr A, B & C respectively but none of them is arraigned as State Witness.
The prosecution brings a totally biased and interested person as a witness before the Inquiry Officer to own and confirm the documents. He has also not remained concerned with the preliminary investigation either.
The IO in the Inquiry Report says that the documents are proved.
Is the IO right????
Can he do it?????
The Charged Officer was deprived of the opportunity to cross examine the author or creator of the document.
More so, the Hon’ble High Court of Delhi in a 2019 judgment in the matter of Ritu Chaudhary clearly says that it is basic to prove a document even in departmental proceedings.

Sir, I am suffering from civil suit of cancellation of sale deed in this suit opposition submitted only w.s. and not submitting his counter claim. In this condition I want to know -
Will I have opportunity to cross examination of opposition witness?
How will I exivit my submitted documents?
Sir whether the document is said to be proved if the document is exhibited without objection? Or the document is required to be proved in accordance with the provision prescribed in IEA even exhibited without objection?
Mai Respondent hu crpc 125 case mai aur maine apne bchav paksh mai documentary evedence pesh kar diye hai lekin Court documents ko exhibit nahi kr rhe hai lower court bolte hai ki apne jo chief byan pesh kiya hai uspe cross hoga to hi document exhibit honge. Yah to mere sath galt ho rha hai. Anyone Plz guide me
