If the X-Men and the Fantastic Four had been part of the MCU, characters like Hank MaCoy (Beast), Charles Xavier (Professor X), Max Eisenhardt (Magneto) and Reed Richards (Mr. Fantastic) would surely have been on that list of targets, as they are also scientific and political figures who could be a threat to HYDRA in the future.
I presume this was a coordinated effort on each carrier, since it does seem each needed at least someone to deploy the thing and fire on command. So in that case a countdown is effective here to make sure each gunner fires at the same time.
For all we know, the guy who did the countdown actually counted down fast, it's just that Cap just put in the Charlie targeting chip just in time. He and his commanding officer didn't know what Cap was doing in realtime, all they know (probably) was that they had to get the HeliCarriers shooting ASAP. Nevertheless, Hydra could've easily turned the tide, actually. Couple of their troops already went to Agent Hill's computer room; they probably already knew where that room is. All they had to do is send more dudes in, subdue Agent Hill and use the computer to repeat the process of locking onto millions of targets determined by Zola's algorithm. Remember, all the chips Cap et al did was to force the HeliCarriers to obey only Agent Hill's computer commands; Hill had to type in the order for the HeliCarriers to shoot each other (which she did, with a bit of hesitation, knowing Cap's still in the "Charlie" carrier). It didn't automatically force the HeliCarriers to target each other.

I’m not convinced they would’ve died here, hulk definitely would survive because he’s bulletproof, strange would be protected by the ancient one, Wanda would probably be able to protect herself and her brother, Nat wasn’t targeted, Clint probably wasn’t targeted because he’s only human, vision wasn’t created yet, Thor was in Asgard, Scott was in jail, Peter was just a regular kid, and Rhodes was probably far out of range. So even if they didn’t succeed at stopping the helicarriers I’m 100% sure all the Avengers would’ve survived and eventually team up to take down hydra

Wakanda for sure would have been targeted especially T'Chaka and T'Challa since Hydra had likely discovered their level of military power.

I find it rather funny that War Machine told Cap "Congratulations, you're a criminal" in Cap3 when he already had the experience of being a criminal in Cap2. Sure, this time Cap has to fight fellow Avengers, but "Fugitive from SHIELD" has got to mean something. SHIELD is basically the CIA except it deals mostly with superpowered people, and while it didn't have War Machine, Iron Man or Vision...it did once had the Insight HeliCarriers. That's got to mean something. Point is, Cap probably didn't see fellow Avengers as much a threat in Civil War...except when taking Bucky into consideration, since it's that guy Iron Man et al were on the hunt for.
I don't know if real-life Earth already had such technology, but man it'd be scary if satellites can directly see us even when we're under some roofing. How so? The defenders weren't even a thing yet not until 2015 when Daredevil first showed up then came the rest. This took place in 2014 so I don't see why they will be targets. They were normal citizens at that time and yes they had their powers but they weren't public knowledge yet. HYDRA dosen't know they had powers so why will they be a threat to HYDRA as only normal citizens? You telling me HYDRA knew they had powers?! Heck only 3/5 were already a thing. Iron Fist wasn't even in NYC at that time not until 2016 when first he arrived and the punisher's family were still alive until 2015 when daredevil season 2 occurs and he becomes the punisher after his family was killed. So yeah that would have been practically impossible at that time and would have made zero sense!
I slowed this down to see the names and photos of all the targets. First of all why didn’t we see Bruce Banner or Stephen Strange on the list? They were both mentioned earlier on in the film but I can guess that Benedict Cumberbatch wasn’t associated with Marvel yet so that’s why Doctor Strange’s photo wasn’t used. But why didn’t we see James Rhodes? That’s what really got me. You think since he’s War Machine working for the U.S. military you’d think he’d be in this too. Wishful thinking I guess.

Similar to Iron Man 3, Tony Stark has experience against sudden missile attack and likely the improved MK43 would have saved his ass within seconds. It takes so much bullet to take down a part of the helicarrier, meaning it's going to take time before reaching Tony Stark unless they target him first. It's extremely likely he'd survived in this scenario. Besides, he hacked the helicarrier before so he know all the action it is going to do.

I’m not convinced they would’ve died here, hulk definitely would survive because he’s bulletproof, strange would be protected by the ancient one, Wanda would probably be able to protect herself and her brother, Nat wasn’t targeted, Clint probably wasn’t targeted because he’s only human, vision wasn’t created yet, Thor was in Asgard, Scott was in jail, Peter was just a regular kid, and Rhodes was probably far out of range. So even if they didn’t succeed at stopping the helicarriers I’m 100% sure all the Avengers would’ve survived and eventually team up to take down hydra

2 years later 😂 but I think they all would have been targets even where they were. I think Hank Pym and his daughter Hope for sure would have been targets, as would Peter Parker even though at this point didn't have his powers. Hydra was targeting potential future threats as well. Strange might have survived but I agree that the Ancient One might have found a way to save him. Wakanda for sure would have been targeted especially T'Chaka and T'Challa since Hydra had likely discovered their level of military power.
The lesson here is to ignore your urge for dramatic countdowns. When you have a target lock, just press fire.

I find it rather funny that War Machine told Cap "Congratulations, you're a criminal" in Cap3 when he already had the experience of being a criminal in Cap2. Sure, this time Cap has to fight fellow Avengers, but "Fugitive from SHIELD" has got to mean something. SHIELD is basically the CIA except it deals mostly with superpowered people, and while it didn't have War Machine, Iron Man or Vision...it did once had the Insight HeliCarriers. That's got to mean something.
Point is, Cap probably didn't see fellow Avengers as much a threat in Civil War...except when taking Bucky into consideration, since it's that guy Iron Man et al were on the hunt for.
I don't know if real-life Earth already had such technology, but man it'd be scary if satellites can directly see us even when we're under some roofing. I mean, sure, the Insight Satellites can see the interior of the SHIELD HQ via the CCTVs placed there...but I bet there's not a CCTV inside Agent Hill's room, and still the Satellites can still see her...from above. Quite creepy, really.
I just realised we got a peek here at the Avengers tower ( with an "A" and not "Stark" written on it ) well before Avengers AOU.

Imagine a combination of Project Insight helicarriers, a good Ultron plus bots, the entire global military (if Wakanda helped them), and SHIELD with all those advanced weapons plus EDITH in the Battle against Thanos... a stomping bloodbath in favour of human beings (this could happen if bad decisions had been avoided).

I think Zola's algorithm took that into account to. Simply put, those who aren't targeted are those who won't do anything or don't have the power to go against Hydra even if millions of people suddenly were killed.

How so? The defenders weren't even a thing yet not until 2015 when Daredevil first showed up then came the rest. This took place in 2014 so I don't see why they will be targets. They were normal citizens at that time and yes they had their powers but they weren't public knowledge yet. HYDRA dosen't know they had powers so why will they be a threat to HYDRA as only normal citizens? You telling me HYDRA knew they had powers?!
Heck only 3/5 were already a thing. Iron Fist wasn't even in NYC at that time not until 2016 when first he arrived and the punisher's family were still alive until 2015 when daredevil season 2 occurs and he becomes the punisher after his family was killed. So yeah that would have been practically impossible at that time and would have made zero sense!

I slowed this down to see the names and photos of all the targets. First of all why didn’t we see Bruce Banner or Stephen Strange on the list? They were both mentioned earlier on in the film but I can guess that Benedict Cumberbatch wasn’t associated with Marvel yet so that’s why Doctor Strange’s photo wasn’t used. But why didn’t we see James Rhodes? That’s what really got me. You think since he’s War Machine working for the U.S. military you’d think he’d be in this too. Wishful thinking I guess.

0:28 Tony shouldn't be close to dying when you check the helicarrier shooting scene. It's not actually a high-speed projectile, meaning it's easy to detect and avoid. Similar to Iron Man 3, Tony Stark has experience against sudden missile attack and likely the improved MK43 would have saved his ass within seconds. It takes so much bullet to take down a part of the helicarrier, meaning it's going to take time before reaching Tony Stark unless they target him first. It's extremely likely he'd survived in this scenario. Besides, he hacked the helicarrier before so he know all the action it is going to do.
He also helped design these specific models as proven by fury and the fact that they were flying with repulsor jets instead of rotors
