That area was cleared for harbor island shipping terminals. I had forgotten about the Texaco gas station on the eastside of the bridge. Good place for one.
No, the lower west Seattle bridge is still active and swings north to south. Mostly a truck route for surrounding shiping terminals. The upper bridge is solid.

Which has displaced many workers that work on Harbor Island and live in West Seattle
