Of course you can, use something like an Arduino and mosfet to control the voltage of the light. Use software on your PC to use OpenCV to process the video and get in this case finger tip distance of thumb and index fingers. He's using this will a mosfet so voltage goes up with finger tip distance, openCV on desktop to process camera image and track finger distance.

Well Arduino "uses" C and C++ and opencv is for C, C++, python and Java....
So if shouldn't be too hard should it?
I never used Arduino or even opencv with C/C++ so I can't guarantee it.
