Yes Delhi is a small state by size, and relativity by population (however there are many states in India like Uttarakhand, Goa, Himachal Pradesh, north-eastern states,etc. which have population less than Delhi).
Please understand facts, the per-capita budget of Delhi is comparable to almost all the states of India, and even less than many states!
It means, Delhi government is spending almost same (or less) on each person as any other state's government.
The difference is in Capability and honesty. All of the money reaches to the people only, and the planning for the use of the money is spot on.
You said that Delhi has more educated people, yes, because we are giving them world class education!
