Hello Dipranjan, Your mother will need to prove that she is the legal heir of the property in order to issue an NOC. It is better to get the property transferred in your mother's name first and then obtain the NOC.

If the electricity bill is in your mother's name, she is the owner, so please take NOC from her. Whether or not to use the stamp paper would depend upon the requirement of the jurisdictional officer.
