are these things on top of the boom just reflectors or lights, and if lights, are they constant on, do they blink and is the blinking synced in a way with the main lights?

Yeah they are barrier lights, they come on when the barriers start to lower and go off again when fully raised. No they don’t flash either. There on the entire duration the barriers are down.
