The Deductive part is the testing part of the predictions of the new Hypothesis. The development or finding a good hypothesis is an INSPIRED GUESS based on observation of puzzling physical phenomena and cannot be achieved by predictable or logical steps. Furthermore they say that there can only be a disproof and never a proof.
