    it was the serious shortcomings and fraudulent mismanagement of board funds by an individual on the board thats to blame. The SFO report is thorough and highlights who took what, how much and why. The individual was 100% in the wrong in committing the financial fraud, however the worst thing they did was to NOT own up to their mistakes AND try to shift blame to the Kingitanga by publicly stating it was their tikanga that was a fault.....AND when they shifted blame they rallied all the local BOP kohanga staff and tamariki to deliver the message at turangawaewae marae. It wasn't the kingitanga tikanga at fault, it was the dishonest individual who wrongly thought they could spend trust money on themselves and thinking they dont have to account for every kohanga cent they spend........ very poor form
