BMW must do this on purpose. On my 1150RT you only have to remove the seats to get to the airfilter housing. Replacing it is a 10 minute job at most. I changed the airfilter on a 1200LC from a mate of mine, you have to take off nearly all Tupperware... It is not hard, but very time consuming. Will help the dealer to increase his service revenue... (if you do not do it yourself).

I think you are right they engineered it to charge an hour flat rate. Thanks for the comment : )
