1) Quality of construction doesn't mean about the fittings which company is used, it means amount of cement material and sand and curing of the construction, how can customer check that it is not possible for the community apartments. 2) There is no qualification to become a builder, a most experienced builder also gives a worst quality of construction, So I beleive educated people who are moved into construction field will atleast follow some ethics to give atleast 70% quality. So it is not like only people in real estate should be in construction business. 3) Regarding pre-launch the ground reality is no one is waiting till the permissions (Rera, hmda etc..) are granted, because once the permissions are in place the rate is hiked almost 40% of the property and the genuine customers who waited for that also won't get a flat or house with his requirements. This is because of the people who are not waiting till the permissions are approved and making the bookings immediately once the pre-launch is announced. And can't blame any one here because everyone one wants a property in a less price. 4) Govt has to bring a strict rule that people who sell/buy a property without any permissions then there should be severe charges.

success ratio is very less for prelaunches....its waste as she mentioned not more than 2% interest you may get if u calculate provided your able to sell after lock in period. otherwise forget about it. I experienced it in my case it only came to 1.25% p.m
All pre launch offers are fraud, my personal experience since last two years i am getting prelaunch offers from same builders it clearly shows since last two they simply collecting money without launching the project

Hyd Real Estate bubble is beyond EU/USA prices. Bound to burst. It's NOT just the lower end builders but the bigger builders - The prices are sky rocketing. There is something called basic value of an asset which is exceeding in Hyd by at least 1.5 to 3 times. With Covid around for another 3-4 years & uncertainty in core buyer industries this real estate bubble will collapse soon. People SHOULD NEVER invest on real estate beyond consumption requirements - Real estate returns are long term & not guaranteed always especially in countries like India. Stay away from Real estate in present times unless buying for living as in first time buyer.
I checked all most of the points which you mentioned about plans, short term and long term capital gains, HMDA approval etc. I even taught of investing in land but the problem with investing in land is land mafia. That's what held me back investing in land.
Better to divest your land investments. Invest in 5-6 places (gradually). Land mafia might get you in 1 or 2 places, but not everywhere. The gains you make in the other 3-4 places should be enough to offset any losses you suffer from any land mafia invasions.
