They aren't getting "cancelled" Chris, they're just reducing the required art classes for students to graduate. Senn High School is not a selective enrollment high school, the new class requirements favor Physical Education and Computer Science classes in line with current standards for public education. Classes that for 'most' graduating students are more likely to benefit their respective careers, and for students who attend Senn who are not interested in their art requirements.
The reality is that very few students are majoring in any art programs at the college/university level. Because of this, there's a trickle down effect to the high school level. While I get the frustration, the fact is that there's no demand for these programs anymore, so why keep them around?

Being in the arts is a lot like playing the lottery. It’s simply supply and demand. Everyone would like to be an artist, actor, or musician, yet to have a functioning society those avocations must be limited.

I am very pro traditional education. That includes the arts. Specialization early is extremely important even for STEM students and art studens.
