    Former British Prime Minister Margaret Thatcher has criticised Russia for its civil war in Chechnya.
    Lady Thatcher also told a group of U.S. lawmakers on Friday that Western governments have a moral responsibility to promote worldwide democracy.
    Lady Thatcher received an enthusiastic welcome when she addressed the joint session of the Virginia State General Assembly.
    During her speech she referred to the importance of Western governments standing firm against injustice.
    SOUNDBITE:
    "The onslaught into Chechnya also reminds us that even when we can't intervene we must continue to speak out and speak the truth where a wrong is being committed."

    She criticised Russia's presence in Chechnya.

    It is not a question of whether the Chechens have acted lawfully or whether Russia has been provoked, what matters is that Russia has been wrong in its response and wrong in a way that has left thousands of people dead, and those in Russia who truly believe in freedom and reform sill not resent our stand, they will welcome it. Indeed they have criticised the lack of Western response so far. Perhaps the most encouraging result of this brutal event, if one can look for a little gleam of light, is that the old fear of speaking out in Russia has been overcome as ordinary people openly criticise the action of their government.

    Lady Thatcher is spending the weekend in Virginia, where she'll attend Charter Day ceremonies at the College of William and Mary local college where she serves as Chancellor.
