    Negative surface excess doesn't make sense since, as you said, product of concentration and volume of the container gives number that is too high which means that number of moles of NaCl is falsely calculated and thus negative surface excess is also false since it is based on false calculation. If we take correct volume of the water phase as V', as you said, than surface excess is no longer negative because of which negative surface excess has no sense.
