Jack Donovan Its because the first time we saw savitar he was in the speed force thats y he was so fast he could only escape from the speed force for a bit but when wally got stuck in the speed force savitar got out but Savitar had a stronger connection from him and the speed force when he was actually stuck in it which caused him to run faster similair to reverse flash he only had his speed temporarily but in savitars situation he got stuck reverse flash lost his speed both temporarily
