On your last attack your opponent used Enel's effect without discarding a card. Didn't change result but if he had Bege you'd have lost when you had a sure win if he played correctly. EDIT : I'm wrong, I thought you had to discard for Enel's effect to work, but you dont.
If you mean when they got a life after playing from lives the Okiku, that wasn't Enel's effect, that was Okiku's effect. If you mean the thunderbolt, probably yeah, but they just realized they were still dead anyway so it didn't matter
Based on my understanding, Okiku's effect get triggered first and then only proc Enel's effect. FYI, discarding a card is not a cost. It's part of the effect. If you've no hand card to discard, you discard nothing.

Yes, it still works. Discarding a card from your hand is not a cost to activate Enel's effect, but if you have 1 or more, you must discard it.

when triggers okiku at the end, Enel add 1 life for okiku effect, than add one other for enel effect, so the game was not for Gecko Moria in this case
