Blue lights on the light bar tells us that you are wrong thinking Jimmy is not a cop. It is against the law across the US (and likely across the world, but let's stick with where this film is set) for a non police vehicle to have blue lights on it. Even if you are using LED light strips as decoration along the underside of your car's body, if they are blue in color, you are in violation of the law. Therefore the blue strobes on top of Jimmy's car is a very good indicator that he is a police officer, and the police even know about the world that John Wick lives in and they stay out of it. Edit: You can see the lights strobing blue on John's face at 17:00 and when Jimmy shifts to the audience's left at 17:08 we can clearly see the blue strobe lights on his car's light bar in the background behind him.

I think the logic is that with the knowledge they have John Wick in this universe, the best chance they had to kill him is right after he got knocked out with a bat and is grieving his wife and dog, regardless of homefield advantage. To their knowledge he also hadn't warmed up or got back into the killing spree so getting him while he's still fresh off being 'retired' would even the odds, but of course, they were mistaken.
