Scottish law, though separate in many respects is not COMPLETELY separate.
The question states that it is COMPLETELY separate. Scotland is still subject to many UK-wide laws which it is obliged to follow, even though there are many laws that apply only to Scotland. Therefore it is not COMPLEPTELY separate.
