I heard some Chinese dramas have the actors' voices dubbed over. Does anyone know if this is true or not for this drama?

From the way that the voices align with the words, yes inwould assumenit is dubbed. Tho it might well have the same actors recording the voices as playing the roles for all I know.
To be fair, a lot of the voices you hear in American films were re-recorded post production. A lot of times the mics don't pick upnmuamced tones, either getting too much sound or too little, sonthey go in and record the audio over again. It's the same concept in chinese dramas but with voice actors who weren't physically playing the roles.
Fun fact, You'll notice however that in lower quality films things like footsteps sound off. Like they'll record hard soled shoes walking and play dub the recording even if the person who is walking in that scene is wearing soft soled shoes or sometimes even barefoot lol.

Like Empress, Noble consort Gao,especially Empress Hoifanara , she Isn't fluent in Chinese, she speak cantonese so they have to dub her lines completely
