Juventus, Inter, and Milan had issues of their own and had to cut debt and spending for many years. Meanwhile the UK quietly grew and is reaping the benefits of the way they chose to do things decades ago. (The system disclosure requirements certainly had something to do with it as well). Italian teams today are investing and Serie A is slowly coming back. The growth now is more organic and transparent. Teams are doing better financially. But to reach the top again, if ever, will take time.
