We saw how every children on earth achieved this by turning to light as well as the fallen Ultras passing on the last remnants of their light to him. Mebius Phoenix Brave is a limited edition mode in a way. As the form requires not only both Mebius and Hikari but the souls of the 5 GUYS Crew members as well. This form is weaker than Mebius Infinity but still powerful enough to deal with Alien Empera, the Emperor of Darkness. The same being that conquered the Ultra homeworld for a brief period of time. These are some of the notable ones because the ones that comes after these guys are technically weak despite being final forms. There's a huge power creep in Ultraman where some older Ultras in their base forms can fight on par with final forms.
*Ultraman Gaia* (1998) is a good start for Ultraman. Not too old (less grainy footage) but also not too new (less toyetic stuffs). It also has the coolest science/defense team, good story, neat action and Ultraman Agul, the inspiration for secondary/rival Rider in Kamen Rider shows.

Finally an ultraman reaction. There are many good starting point, but I think you should just watch the newest ultraman series ultraman Arc you don't need to know anything about ultraman before watching the series, because it's a beginner friendly.
