For the second question. The city official’s conclusion is that the city is preventing crime, and the cause of that effect is the policing. However the response claims that better health care is the reason for fewer murders. However health care does not prevent crime, it is a fact after the crime has already been committed. So how does it prove that it’s the reason FOR preventing violent crime?

When "counter" is a verb, it means "to speak up in opposition," like when you counter your opponent's argument in a debate. So our aim is to weaken the official's response. The official states that the "murder rate now is lower than before" and thereby he claims that the ability of the law enforcement system is "NOT" decreasing. We can counter this claim by stating a reason for the decrease in murder rate which is other than the better performance of the law enforcement system. Option E: As per this option the assault victims received better healthcare which prevented them from death; thereby decreasing the overall number of murder victims. Hence option E would be the best counter to the city official's response.
