I don't know why exactly but the world looks a lot more stagnant on average in the Vicky 3 version than in the Vicky 2 version. Like there are a LOT more upsets and things that happen than in Victoria 3's basegame (where German Unification never happens and Italian Unification is a rare occurrence that generally doesn't even go through entirely anyway) but it doesn't feel as hectic as Victoria 2's rendition of that setting ? Granted I haven't played nearly as much of it compared to the other version so maybe it's just a sampling bias and I simply got unlucky, but Poland always survives, Aragon never unifies Italy, I have seen the Dual Monarchy dissolve only once, Bohemia always is the one to form the Elbian Confederacy but never actually unifies Germany etc. The world just feels "safer"
