The reason that error pops up is because of the email verification. As soon as that error pops up a verification will be sent to that email. Confirm it then hop on your Xbox 360 and go through the sign up again with the same details and it will work.

Go to Join Xbox Live, click sign up, press Continue. A screen should pop up where it tells you if you want to create a new account. Below that, your already made profile should be there.

It automatically created an account for me when I tried joining Xbox Live and got the error code. When the error pops up, use the email you tried using to join Xbox Live when you got the error code and go to the website this video mentioned. It has an account waiting for you there as you sign in.
