Is it possible for a given airplane, with the CG ahead of the NP both stick free and stick fixed as required for stability, for the horizontal tail to be generating UP force, instead of downforce, in some flight configuration?
There may be a configuration that would have up force on the horzintal tail but I don't know of one. Except for canards of course.
