those blue "pebbles" are seeds yes lol. Sugar beet seeds don't look like this from the plant, the seed company shaves it down so that planting is more uniform. The original seed has a weird shape to it, the blue is just a type of treatment they put on it.

In order for sugar beet seeds to germinate better, we apply a nutrient-containing coating on the seeds. Do you do this type of application?
