Honestly when you have a teammate like this the only thing you can do is accept the fact you're playing 4v5 and plan for the Ray fight. You can farm everything on your side of the map and he'll still avoid fights to farm on the other side. Do that too and they will still avoid every fight.

Man you have no clue how many below 47% win rate people I have been looking lately! I saw a guy legit had 42% win rate over more than 2000 games and he was my cinderace jungler with 10k damage, I have seen some great team mates who had 47-49% win rates, but never seen a single fucking good player with 45% win rate, if you are 45% there's something wrong. I have even started to see their on unite API now before the match, so I choose blastoise everytime I have such guy, now my blastoise win rate have reached 45% because of it, but what can I do, I have to have a single pick for every time there such tragic people running around.
Yesterday on enemy team there was a duo with 39% winrate both players. That match was onesided (later matchmaking made me pay for it). Had to stop playing for a bit because I was pretty sure if I inmediately start looking for a match, they would almost for sure be in my team now.
This masmoswine comes in my games too he is such a troll mains Azumarill and all he does is farm the entire map and score doesn't help in a single teamfight
