The tune is indeed partly by Gene Austin, but the co-composer (maybe the composer if Austin wrote the lyrics) is none other than James P. Johnson. The entry in the Copyright Catalog says: "Mister Deep Blue Sea, from Klondike Annie, w[ords] and m[usic] Gene Austin and Jimmie Johnson; with ukelele and guit. arr. (c) Feb. 21, 1936, E pub 54169, Paramount productions music corp., New York". Although that means it was published, I've yet to see an original sheet of the publication. (Nor a copy, for that matter.)
