The monkey clean extremely very gentle with the kitty it may look rough, that’s not mean is literally hurting the kitty just the tail is the most sensitive spot in cats
If the kitten really wanted to get away it would be hissing and attacking and flailing around all puffed up. The kitty is just playing it knows it’s being cleaned

Just the fact that the cat is exposing the belly, shows that the kitten feels safe. Cats consider their belly their most vulnerable part of their body. Humans who raise kittens have already gained their trust since birth. So they will expose their belly to them without issues. But if a cat feels even slightly unsafe, it will never-ever expose the belly. It is pure instinct.

If the cat was distressed it would show signs of trying to ran away or aggression. Instead it was simply trying to play. I don't know if that's the case, but some cats are born with a short tail. I have a cat like that and she was just born that way, all of her sisters had a normal tail, except for her. But that doesn't affect her at all
