I paid $350 for a PC on Jawa with an Xeon E5-2680 v2 (6C/12T), 16GB RAM, RX 580 8GB, 2TB NVME, gets almost 500 FPS on fortnite, 200 in MW3, 200 in GTA V, almost 2800 on Minecraft (Lunar Client, 1.8, OptiFine), 70FPS on CyberPunk 2077, and 700 on CS2. I can find these PCs for around $150-250 on Facebook, the CPU is almost 20 years old.
$100 more or less and you'd get 3 times the performance with a Ryzen 5 3600X or 5600 new , a Rx 6600 new or if you do not want RT go used with the underdog Rx 5700XT
I would rather upgrade the cpu, cuz the gpu isn’t that bad compared to the cpu, if you upgrade the gpu there would be a bigger gap and the gpu might get bottlenecked due to the ancient cpu.

im also a noob but connecting a pc to a monitor doesnt make it a gaming pc (what makes it a gaming pc is the parts you buy for it to help run games and what not). And monitors should already have HDMi cables or the pc should too as well. The keyboard is always plugged into the pc.

FPS won’t matter if your monitor can’t keep up. It’s either going to cause screen tearing or just display its max amount
If it causes screen tearing, you can always set an FPS cap.
