Lataratara... Lullaby... Usually Mom singing this while "dancing" with baby in her arms, trying to put him/her to sleep. Different versions in different regions of the Philippines but essentially the same.
Read Storm's explanation up there in one of the comments... Lataratara is a play on Spanish for "The Land", "Ground", "Earth" = "La Tierra" to mean that they will stay grounded because of their parents' guidance.
