Unfortunately I'm just a simple car owner. I have not encountered this issue. However i have completely removed the front bumper and I can tell you, at least in Asia the bumper is connected to the washer fluid pump through a tube on the left side, and there are 2 water pumps for washing the headlamps, one on each side.

I heard for the right side is easier to replace without the need to remove the bumper.

Can you replace the light LED light bulbs without have to remove the bumper?
If you have the same model as me, very hard. You must have baby hands. Not recommended.

You can remove the wheel and the wheel arch lining and go from there.
