God said He will pour out His Spirit upon his people. Mind you in the spirit realm we have nothing like "male or female". "We are all men". Stop misquoting the Bible. That particular verse was not God's own word. It was an instructions the Apostle Paul gave to a particular church because there was mismanagement in the Church. God chooses whoever He wants, if you are not ready and there is someone available, He will use him/her.
