No, he's not lying. Awarding players for voting on a specific game is against the rules. So, if he wants to keep those awards, it needs to be after all voting is completed. Even then, Roblox could easily punish him further.
They cannot make exceptions when it comes to these massives votes, no matter how much money it makes them. It's too public.
This has happened before, and the last time someone awarded their players too soon was threatened by a full takedown of their game from the platform.
So yeah, KJ could literally be the end of STB if the owner isn't careful.

Here is the actual reason why Flowers/Santino CAN'T release KJ (yet)
KJ being released right now, or any other time before the RDC voting ends, it would influence the RDC voting which Roblox has strictly prohibited (this same exact issue is also happening with Sol's RNG, they can't release what they promised and their community is also somewhat in flames because Roblox told them that releasing the things they promised is prohibited because it would influence the votes)
Lets also not forget that ROBLOX has already clarified that the votes we put for TSB ain't actual votes, we aren't picking the winners, ROBLOX is picking the actual winners and we only vote to predict who will win
So basically TSB has currently not won any single category and we will just have to wait until the whole voting is over and because Flowers's intelligence sucks ass and he thought that the votes we put in the voting hub is actually for the game that would win and said for us to vote him and he'd promise free KJ, when in actuality the only votes that realpy mattered is the RDC votes
This situation could have been avoided if Flowers' IQ wasnt in the negatives and would talk to roblox beforehand before promising KJ, so now all we can really do is wait

Think of it like this: you rig a competition so you win, but if you award people while the competition still exists, then you get disqualified. Also do some research, it happened before, or something like it

I don’t understand why you guys are mad this years voting was so confusing and not like other years, it was bound to happen that a dev would mess up. And the “rigging votes” you said a majority of the developers did sols rng, piggy, blox fruits, etc. That last vote TSB Vs Blox fruits was fair because they both promised some TSB was KJ and Blox Fruits was update leaks. Blox fruits hasn’t updated in so long the game is irrelevant it would not have as much vote even if “rigging” was aloud. If flowers were to show emails to Roblox and put them on discord he would be in trouble since that is confidential things about awards like who already won or something like that.
It’s simple and not hard to understand this information.
