BSP-Manila Council levels up JOTA-JOTI

It is not just about the ham radio, it is not just about world brotherhood, but learning through and through as the Manila Council of the BSP offered modules on non-conventional communication still being used and practiced in the Scouting Movement. This gives the Manila Council an edge over the other Councils in terms of relevant programs incorporated in one single event.
