No elected MP and Senators, will earn more than ksh 650k including all allowance and bonus and committee seating. Strict parliamentary rules, empower Private sectors and investors. Zero tolerance to corruption. Restructuring police forces to be under Governor's umbrellas. Get lid of "pesa Mashinani"( this cash as made current governors billionaire in one seating session- looting).....etc. (have spend much time studying USA, British, Russia, Germany histories, civil and govt and politics. Kenya, the size of a small US State, has hundreds of MPs, 47 senators, and it's replicated across 47 counties (MCAs, executive, gavna, etc -about the same number as US's 50 States, each with economies most of which dwarf Kenya's). The whole structure was formed without a vision whatsoever- just a gov't. In the first place, we do not even have governors for counties, governors are for states. This is true for developed countries. It is a great shame when we think of our country the way it is.
