Garou should be higher because when he transformed into Cosmic form he basically reads the flow the energy in the universe thus he also copied Saitama's technique and strength although our Saitama also unconsciously raising his power exponentially during their combat.

genos saw the battle between saitama and cosmic garou, and thinks that the mad cyborg(who cannot be anywhere near garou's level) would give saitama a fight he would remember.
I mean is the Mad Cyborg been revealed yet? Or are we sure that Genos wasn't emotional when he said that? Because Genos could be in denial since he will refuse to believe someone that killed his parents at a young age will be resting already... It may not be that highlighted because of the comedy of the show but I think Genos was in much more pain on what happen at his past, so I think it's fair for him to not believe the mad cyborg being long gone, even from accident encountering Saitama.
It's because the Genos' that got killed also came back in time along with the core. Like Garou. That Genos' doubts Saitama's strength and his care because that Genos never saw Saitama's wrath
It's true, not even Saitama saw Saitama's battle against Cosmic Garou, since he lost his alternate future memories. Genos truly is the only one to witness it. Well... him and the people in the HA meeting he showed it to, but I don't think there were any heroes in there, and none of them truly believed what they were seeing anyways.
