I've seen some myself on hikes. It's common to see them in areas where it looks like a building never could have been, like on a steep slope or right off a river.
I bet $200 that this is a reference to the Freezer from Saints Row 2. If you manage to get out of the Zombie Uprising minigame and wander around a bit, a shadow will appear and crash the game. If I remember correctly, the disc can be bricked by this if you're on the Xbox 360 version. This appears to be the same idea. Out of bounds, and then a shadow crashes your game.
I love the reaction right before it crashes for like the tiniest second you jumped so hard and I could only imagine how your heart felt after the game crashed HAHA
I was playing just an hour ago and I got the "normal" shadow man that appears in bounds. Friiiiick I can't handle this game. I think it has something to do with low graphical settings. I have almost everything to it's lowest so I can run the game. I have to constantly lower my resolution to play the game without lag but then have to raise it to read monitor text. Which ... is very inconvenient when there's an event and you can't pause. Anyway my POINT. Based on what me and a lot of other people are seeing. Low settings plus rappid camera movements causes it to spawn. And it steadily moves closer with each sighting.

Is there nothing in the firewatch towers that surround the regular playable area?
I kind of doubt it, but if you try no-clipping in this area it teleports you back to the base though so I can't be sure
