I believe both who said "before" are wrong. The Bible says that during the 1000 year reign the devil will be released, because still some of the sons of God will rebel against him, and he, satan, the deceiver, will lead a rebellion against God. This will be the last moment to filter the evil people from the true sons of God. After 1000 years, so people will still hate and resent God, but this comes from their evil heart, this will be God's proof that even without Satan, our hearts (not all) are still inclined to evil. Satan will be released to make the final collection of the evil hearts, because those don't need Satan to be evil, just like Satan once was close to God, yet he was a liar and a betrayer. The 1000 reign is basically the last fine tuning to reveal that evil don't need satan only, it is also part of the arrogant and egotistical nature of humanity, because of the freedom of choice that breeds rebellion and ego.
