This is a reference to Club Penguin, involving a point-and-click extended puzzle 'mission' in which you fill a balloon using advanced helium that weighs less in order to help fix one of the stores that caved in from the bottom up. The balloon was also red, was in the same exact shape and in a tight area made of stone similar to the elevator shaft.
