He turned into a massive dragon at the end that was bigger than tokyo. He also had a big rainbow kagune and when fighting furata he had a op sword kagune.
How about Mikito Urie? Kuki Urie's father and the former squad leader of S3 (most elite squad) before Arima Kishou arrived. He was also the one responsible capturing Donato Porpora, with the help of young Iwao Kuroiwa. Where would you put him?

For example he made it to special class at age of 22 something Arima could not do. And this is something that was done on purpose as shown by the fact that it’s hyped up. So there is a high chance for Suzuya beating Arima.

Renji got lucky af if it wasn’t for that pipe he was doomed his electrical attacks were doing nothing and uta was damaging him pretty bad with some big attacks. Sometimes in a fight you get lucky he was Lucky in the area they fought since it basically had a giant lightning pole to use which is perfect for Renji, before that he was losing bad
Also uta is the only person we’ve ever seen play around with Suziya well fighting and not taking it to seriously ( talking to him well dodging and not using his kagune)

Suzuya beat an exhausted and starving Kaneki, and he still only beat him because it was 2v1. Not only was it 2v1, but Suzuya and Hanbee were both using Arata’s, so it took 2 Arata users to take down an exhausted and starving Kaneki, and Kaneki wasn’t even in his final/strongest form.

Like as soon as Houji bought out the big guns Kuzen was done for and I am pretty sure you would agree with Kuzen being vastly above Noro. Kurona without Kakuja fought and gave Kakuja Amon a decent fight so she should be much higher too. Amon and Seidou>Kuzen. Amon's RC backflow would render his kagune useless and he is a much better sword fighter. Seidou scales above due to being a much better fighter tbh. Otherwise your list was quite good well done.
Why people keep doubting Uta's strength? Maybe he has no super strong kagune like Seido and others but he is one of the best fighters among ghouls. He won Renji at hand-to-hand combat, won him at kagune v kague, he was better than Yomo literally in everything in that final fight. People read manga so superficially without paying attention to a plot context.

I'm gonna give my opinion please don't attack me for it 😁. As much as love he's character I think Uta is a bit to high. I think Renji and Tatara could arguably be higher, I mean Renji wasn't even trying to kill Uta and he still won even though Uta was actually trying to eat Renji and even used his Kakuja, while Renji didn't even use his Kagune until the final blow which completely destroyed Uta. Kaiko in my opinion is an extremely underestimated character, I mean he fought Juuzou with Arata, Ui, Renji, Nisshiki, tsukiyama, the entire Q's squad, some people from the Arima squad and some random investigators all at the same time and he was winning without even breaking a sweat, keep in mind he was a ghoul at the time and he wasn't even using his Kagune, the only reason he lost is cause Eto took him by surprise and cut his arm off which was holding the weapon, then Hirako went in for the finishing blow, if Eto wasn't there I doubt he would have lost, especially if he actually had a Kagune and decided to use it, yeah I know they just fought the owl and some V members but this are some of the strongest characters in the series and he fought them all at once, I would go as far as to say that he's the strongest character in the series except for Prime Arima. A lot of people won't like this but I'd arguably put Furuta above Kaneki, I mean Furuta was winning until Kaneki showed his final form, and when it comes to Kakuja Kaneki was just getting destroyed by Furuta, the only reason he won is cause Furuta let his guard down for a split second when he went crazy, and Kaneki used that moment plus the smoke in the air caused by their fight which made it harder to notice him to give the finishing blow to Furuta, if he didn't use that split second to his advantage I doubt he would have won. I think Arima in his prime is the strongest character in the series, but if we talk about what we've seen from him then I agree with his placement, and if we talk about the list then I would put Kaiko 1st then Furuta 2nd and Kaneki 3rd. When he died he was 32 but most of the S0 members don’t even turn 30 but Arima was so powerful in most fights he needed no of his power. But against Furuta he would need all power he have. So a young Arima could maybe be even with Furuta by going all out which but that means his death because of the aging process. So it’s a draw or Furuta wins that’s why Furuta above Arima. 1. Ken he was stronger than Furuta so well
charm caster no Ken beat her dragon form just after the fight with Furuta and it’s not really Rize it’s more a part of Ken that live on its own and because he has Rizes kagune she kinda lives inside the dragon
Nice list but this list has a number of flaws imo: -Shirazu is too low, should be right behind Nishiki -Tsukiyama is too high, he should be somewhere above Big Madam -Touka is criminally underrated, she should be much higher. -Hanbee is also criminally underrated and should be much higher. -Saiko and Hirako are a bit overrated -Irimi > Koma, they shouldn’t be tied. -Hachikawa is wayy too overrated. Irimi & Koma (for example) >>> -Ihei and Matsumae are not tied at all. Matsumae should be a bit lower. Ihei would arguably be special class level. -Kanae > Matsumae (arguable) -Urie & Ayato > Kiyoko (arguable because of lack of feats) -Iwao > Shinohara -Roma should be top 10. -Matasaka > Kaiko -Takizawa > Amon -Juuzou should arguably be top 6 -Tatara > Yomo > Noro -Uta should be a few spots lower I can explain my reasoning if you want.

Nah if you read the manga during their fight uta was dominating him pretty badly until Renji got super lucky with the fact that there was a perfect lightning pole for him to use on uta to amplify his attack, because before that his attacks were doing nothing and he was getting damaged pretty badly so if they fight in another arena where it did nothave a lightning pole, uta would’ve destroyed him so I think if its a fair 1V1 where the battle arena is not heavily to Renjis advantage, I think uta takes it damn near every time

If you only watched the anime I understand your comment in manga he is obviously stronger than Arima.
Arima himself said that Kaneki is stronger than him. And Kaneki got a lot stronger after their fight still got completely destroyed by Furuta in their fight and even admitted that he is stronger. And no not even in his prime Arima is stronger. Arima is really overrated. He is way above Furuta

-Yomo > Shachi,their skill and speed are close I would Shachi is slightly bettter in term of this but Yomo has more attack potency and it makes him has more adaventage when it come to fighting a tough opponent like Uta.
-Kuzan > Seidou,he is tougher than Seidou and has more experince tha him.
-Roma>Tatara if fueguchi quinque can tank his fire why Roma with her kakuja shield can't do something like that too.
Other than that this list is kinda perfect

10. kaiko he said if he wanted to kill kuzen he need more men so he should be weaker than him.
9. Kuzen Yoshimura he is pretty strong but hybrid ghouls are most time stronger than original. So basically Seido and Amon should be higher than Kuzen.
8. Kotaro Amon
7. Seido he should be stronger than Amon because he can control his ghoul power way better than Amon
6. Maybe a surprise but Kosuke Hoji Takizawa said if Hoji wanted to beaten him he could have done that easily. So there’s no doubt that Hoji is stronger than Takizawa.

4. Juuzou Suzuya a really underestimated character it was said he is same strong as Arima so well he must be stronger than Eto.

2. Furuta washu he is stronger than Arima because of some reasons first he was a real strong opponent for ken who was way stronger than in the Arima fight. And he is the problem Arima dies from fighting. he would have died much earlier if the was any real opponent for him. Because of that he lived so long. When he died he was 32 but most of the S0 members don’t even turn 30 but Arima was so powerful in most fights he needed no of his power. But against Furuta he would need all power he have. So a young Arima could maybe be even with Furuta by going all out which but that means his death because of the aging process. So it’s a draw or Furuta wins that’s why Furuta above Arima.
1. Ken he was stronger than Furuta so well
Rize should be first.
charm caster no Ken beat her dragon form just after the fight with Furuta and it’s not really Rize it’s more a part of Ken that live on its own and because he has Rizes kagune she kinda lives inside the dragon

Nice list but this list has a number of flaws imo:
-Shirazu is too low, should be right behind Nishiki
-Tsukiyama is too high, he should be somewhere above Big Madam
-Touka is criminally underrated, she should be much higher.
-Hanbee is also criminally underrated and should be much higher.
-Saiko and Hirako are a bit overrated
-Irimi > Koma, they shouldn’t be tied.
-Hachikawa is wayy too overrated. Irimi & Koma (for example) >>>
-Ihei and Matsumae are not tied at all. Matsumae should be a bit lower. Ihei would arguably be special class level.
-Kanae > Matsumae (arguable)
-Urie & Ayato > Kiyoko (arguable because of lack of feats)
-Iwao > Shinohara
-Roma should be top 10.
-Matasaka > Kaiko
-Takizawa > Amon
-Juuzou should arguably be top 6
-Tatara > Yomo > Noro
-Uta should be a few spots lower

Nah if you read the manga during their fight uta was dominating him pretty badly until Renji got super lucky with the fact that there was a perfect lightning pole for him to use on uta to amplify his attack, because before that his attacks were doing nothing and he was getting damaged pretty badly so if they fight in another arena where it did nothave a lightning pole, uta would’ve destroyed him so I think if its a fair 1V1 where the battle arena is not heavily to Renjis advantage, I think uta takes it damn near every time

If my points are bad explain to me why they are bad. So I can understand why you think this is a good list.
Again I said it’s decent because most of the characters on this list are placed in okay positions, this list isn’t perfect but I don’t see a character where it has me feeling “there’s no way they could ever possibly be there” other than maybe yomo lol and that’s why I think it’s decent, also my favouritism comment wasn’t aimed at what you said, I said most people do these lists based on their favourite characters which ultimately makes them crap.
Whereas this one has a decent listing and doesn’t seem too dumb. I also never said your points were dumb I just don’t agree with them lol while the people you mentioned are strong I believe others outperform them takizawa is a top tier ghoul and In my opinion kaiko doesn’t have any feats to put him anywhere near top 10.
Yomo is definitely stronger than uta and juzo is a hard one. He doesn’t have all too many feats either and while people try to say he’s as strong as Arima it is nowhere near true he was simply the best replacement they had for him but he is not Arima level. And there is people with much better feats than him. That being said he is still a strong character and probably would have continued to grow. But as you know this is all opinion based so it is what it is.
How can Noro be above Tatara ? Tatara could just burn him and win the battle
