Cockburn wrote the song while and after visiting Guatemalan refugee camps in Mexico, during the dictatorship of Efraín Ríos Montt, who like most dictators, terrorists, torturers and mass murderers in Central and South America, was trained by the United States. So while it was specifically inspired by the situation of Guatemalans in Mexican refugee camps, it could have been about just about anywhere in Central or South America, at just about any time.
