Polina is a Russian singer/songwriter/actress and this song was her first performance in the 2019 Singer competition, a Chinese TV show competition for professional singers. Most participants are Chinese but each season now a few competitors are invited from other countries as well. Dimash Kudaibergen competed during the 2017 season. For me, everything about this performance is absolutely epic. I don't know if TH-cam links are permitted, but I will attempt to provide a few links to other great performances by Polina in a reply to this message. I recommend her cover of Christina Aguilera's "Hurt" which Polina performed later in this same competition and also Polina's 2015 Eurovision song "A Million Voices", specifically the '2015 Eurovision semifinal' performance. (Polina also performed "A Million Voices" during this Singer 2019 competition, but unfortunately the video of that is no longer available on TH-cam.)
