Thus, we can infer that a special majority of the Parliament and the ratification of at least half of the state legislatures are required to make amendments to the Preamble. The Preamble of the Indian Constitution outlines the basic structure of our Constitution and it also lays down the fundamental objectives on which the Constitution of India is based.
To have a better understanding, you can refer to the Preamble as a preface of a book. Like the preface of a book informs us about the basic framework and importance of that particular book, similarly, the Preamble informs us about the principles, objectives and the importance of our Constitution.
Each and every word mentioned in the Preamble of the Indian Constitution has a significance of its own. The five words in the introductory line "SOVEREIGN, SOCIALIST, SECULAR, DEMOCRATIC, REPUBLIC" define the nature of the Constitution. It means the Parliament cannot overrule these values while either making any amendments or inserting any new provisions.
Other words like JUSTICE, LIBERTY, EQUALITY, FRATERNITY, UNITY and INTEGRITY emphasize on the core objectives and principles of our Constitution.
Although the Preamble is not enforceable in the court of law, it is mandatory for the authorities to take the values and ethos of the Preamble into the utmost consideration while dealing with any provisions enshrined in the Constitution of India.
In a nutshell, the Preamble is significant because it -
Lays down the basic structure of the Constitution
Defines the core objectives of the Constitution
Guides in the framework of rules and regulations
Defines the basic principles of the Constitution
Protects the rights and dignity of an individual
Defines the ideologies and ethos of its framers
Consolidates the country into unity & integrity

The 42nd amendment, officially known as The Constitution (Forty-second amendment) Act, 1976, was enacted during the Emergency (25 June 1975 - 21 March 1977) by the Indian National Congress government headed by Indira Gandhi.
Moreover, it was the tenure of the then Prime Minister Indira Gandhi during the 42nd Constitutional Amendment Act of 1976, whereas, Morarji Desai took oath as the Prime Minister of India in 1977.
Thus, we can clearly infer that the 42nd Constitutional Amendment Act of 1976 was brought into action by the then Prime Minister Indira Gandhi.

It was Objective Resolution which was adopted on 22 January 1947 while the Preamble to the Indian Constitution was adopted on 26 November 1949 with the adoption of the Constitution.
It was the Objective Resolution which later became the Preamble to the Indian Constitution.

This Constitutional Amendment Act was passed by special majority as specified in the Article 368 of the Indian Constitution. Furthermore, it was also ratified by more than half of the State Legislatures.
Thus, we can infer that a special majority of the Parliament and the ratification of at least half of the state legislatures are required to make amendments to the Preamble.
