At least for medical education let the govt give admission only in merit. Some reservation’s can be given to economically weaker candidates of all religions and caste. That too with some respectable cut off marks

You cannot join the 1st college so will giving choices for reallotment only give the colleges you prefer

Chances will be very less only. So, try reallotment after join in the first round allotted college. Don't take risk n try second round with out join in the first round allotted college.
