I would say it is understandable, Chloe improved several existing teams with better numbers and opened a couple of new ones, usually we do not have such drastic changes, but Ciel opened a whole Pandora's box of new possibilities that did not exist before.
So should i roll for summer bb ? My jp acct is really not good when it comes to dps and supports like i only have merlin and koyanskya light as super and i recently got ceil so should i roll for summer bb or not?
I wouldn't say u have to, she certainly makes the game more fun with her card lock skill and is pretty useful as a moon cancer, but you'll hardly ever use her beyond challenge quest support.
Oberon and Castoria will sure help way more. Roll for BB if you like the character, for gameplay she is okay to have but nothing that helpful over some other 50% charge servants.

@@rdwn1999 Since Van Gogh can charge 60% for herself, you could slap a >40% CE on her and use the extra charge for BB to clear the first wave.
